It's a rule in FBB. Even if you move a guy like Duncan to the 1 or 2 spot, his rebounding will drop to a C+.

Yeah, SGs can have any rebounding they want.
But PGs max is C+, like play said.

i know i moved balkman before RCs in last sim from SF to SG and his rebounding went from B to C+

PG's rebounding are capped in FBB at C+ SG's rebounding are capped in FBB at B- SF's/PF's/C's have no cap.
However, as far as I know, if you move a player to SG from say PF with a better than C+ rebounding rating, he will automatically drop to a C+. The only way he can actually acheive that B- rating is to improve through TC past the C+ barrier.
Also, if you move that player to SG, save the file so his rebounding drops to C+, then later decide to move him back to PF, his rebounding will remain at C+ rather than going back up to whatever it was previously.
Basically, if you want to play someone at SG from SF/PF/C with a good rebounding rating, don't actually "move" him to SG officially, just play him there in your DC. That way, as far as I know, his rebounding rating stays the same.
